[Building Sakai] Commons math dependency removed (KNL-568)

Hi All,

please note that as of r82165 There will be no version of commons-math
supplied by the kernel (or by extension master). The reasons for this is
the jar was deployed by a tool (postem) to shared rather than a part of
the framework. This can lead to unexpected behaviour in builds. As
postem wasn't using the code that depended on commons-math and no code
in core used it either, the dependency has been removed.  If your
contrib/local code required common-math you will need to specify the
version and bundle it in your project.
