[Building Sakai] [Using Sakai] Assignments: Accented french characters are bad displayed in bulk download

Hello,
We are using the 2.6.1 Sakai version.
The SAKAI-4314 fix is already applied to this version.
The SAKAI-15549 is the same problem, I will try the patches and let you 
know if there is any differences.
