[Building Sakai] Job Scheduler Improvements: Configurable Jobs, Persistent Logging

I've committed work from two issues back to trunk:

These create (respectively) configuration forms for jobs, and a DB- 
backed event log for jobs. Along the way I've addressed a few UI  
issues (better looking tables, removal of '_' characters from button  
labels in default locale).

I will work on proper tests over next week. For now comments and  
feedback are greatly appreciated.
