[Building Sakai] Help regarding realms and helper realm and junior admin

hello all,

i am working with sakai 2.7.0 bin release at present.
i need help.. because, at our university FAST, i want to create an academic
officer "role" or "user" whatever you can say. this user should be capable
of announcing to all the course site that are of this user's dept (Computer
Sciences, BusinessAdministration, Electrical Engineering). and this user
also should be able to schedule the calender tool for all sites of its
particular department. so,
in academic officers work space there should be following tools,

Home,
Announcements (announce to the sites that are available to this user)
Sites (In these sites there should be only e-g. <CS> course sites and this
user should be able to just view things and scedule the calender.)
SiteStats (view site stats)

I created a new site and created a new role in this sites realm Academic
officer and assigned this role to a user. till here things are fine to
extend that the user has access to the tools and site but the remaining is
all wrong :(. this user can announce but the announcement goes to all the
user and all the sites present in sakai even to the gateway. In Announcement
tool i knw I have made a blunder :( i used the channel
/announcement/!site/motd so the announcement had to go to all these places..
i dont know how to manage the channel???
then second problem is in sites tool i am unable to access the site as admin
can see all the sites. what should be done there?? should i add this user to
all sites in order to make these sites available?? in case of 200 sites its
very dificult to add the user as a member of these sites. and then how to
restrict the user to see or access only CS dept sites and then do not give
access to all the tools but limited tools :(. Actually i am so confused with
alot of things in sakai. How do admin realm work??? how do Administrative
worksite getting access to all resources with just one single function that
is site.upd??? if i create a new role in !admin realm with name of
"AcademicManager" and assign it some functions it does nothing untill i give
it site.upd. but when i give this right it does everything even those that
it should not be able to why is that so??

Oh i am so sorry that i have placed so many Questions i knw i am missing
something somewhere but i dont understand where. please if someone can help
me out pleaseeeeeeee.. thanx a ton in advance but please sort this problem
somehow...
