[Building Sakai] Sakai 2.7.1 performance issues

Wait while we test the artifacts and finish up our announcement.  Otherwise, join the final QA effort.   Download the tag or change your 2.7 master pom's <sakai.msgcntr.version> to 2.7.2 in order to deploy the binaries.  Remember to clean out old msgcntr artifacts from Tomcat before building/deploying the new release.
