[Building Sakai] Searching users with accent insensitive

       Hi all,
 
       I'm reviewing http://jira.sakaiproject.org/browse/SAK-14452 (Searching users with accent insensitive). I have been consulting my DBA and says that probably, sorting can be delegated in DBMS. For example, Oracle has a NLS parameter, named NLS_SORT to indicate in which language you want results to be sorted. This is faster and easier than sort strings within Java code. I would like to get the feedback of the community and the feelings about closing the JIRA as Won't Fix.
