[Building Sakai] Sakai Repo odity: xml-apis

Hi All,

I'm looking at the compile time warnings we get from relocated
artifacts. One of the one's we get is this:

[WARNING] While downloading xml-apis:xml-apis:2.0.2
  This artifact has been relocated to xml-apis:xml-apis:1.0.b2

Basically we seem to be forcing the downgrade to an older version of
xml-apis. Does anyone know why we're doing this?
