[Building Sakai] Site Groups in Evaluations

Adding an access user does make the checkbox active, but if I remove the admin user(current user) from the group it is greyed out again.

Permissions for the group are:

maintain:
eval.assign.evaluation
eval.be.evaluated
eval.write.template

access:
eval.take.evaluation

Likewise for the site itself. Using these permissions, the site becomes active to be selected, but not the groups in that site. It really does seem like the user creating the evaluation needs to be in the specific group for it to appear in the list. Do we need a super user check here?
