I'm not exactly sure what you mean, but restoring via CONTENT_RESOURCE_DELETE has never worked (as the body path is incorrect), so if you mean changes in Sakai code have broken an uncommitted patch, that's the risk of using a patch that's not part of the codebase (as opposed to using a patch that's part of a future release backported to an older release).

we've just discovered that a change to the kernal (KNL-245) breaks the Restore patch (SAK-1525).
