[Building Sakai] Timed Test Crash

Regardless of whether this happens a lot, it's still in the family of
"taker" specific assessment settings (e.g. "give user x 10 more
minutes to finish their exam") - described here:

This still remains a blocker in our adoption of Samigo / T&Q
