[Building Sakai] Sakai 2.6.2 Problem with auto.ddl

In sakai.properties auto.ddl is set to false.  However when I startup tomcat it tries the following:
Alter table CONTENT_RESOURCE add FILE_SIZE NUMBER(18) default NULL bind
This causes a Table/view not found as the database username and password we use do not allow database alterations.  The scripts for the databases was already run so this update is not suppose to happen.

I then went and changed our DB username and password to one that allows database updates. That allowed a successful startup of tomcat.  However we may not use that username and password.

I suspect that this is a bug?  What can I do?
