[Building Sakai] Chinese Character

Dear Sir,

I have a problem occur which is reported by some professor, when they create
a html page under resource with some chinese character, it can view
normally. But when they try to edit this html page, the chinese character
will become some unknown chracter such as: �����.

My tomcat has config server.xml with  URIEncoding="UTF-8" already. I have
test on Sakai 2.6.1 and 2.6.2 already, this case ocurred in both version.

Any one have idea?
