[Building Sakai] Add a new property that allows enable/disable revision history in each message of the forum

Hi all,

At http://jira.sakaiproject.org/browse/MSGCNTR-282 we have attached a patch for 2.6.x that allows enable/disable viewing revision history in each message of the forum. Our instructors asked us to disable it because they didn't want students to see who had modified messages. We have included a new configuration properties to enable/disable this feature per installation.

We hope you found this new feature interesting and include into future Sakai releases.
