Translated interface, yes. There is no special support for translated course material and assessments - you'd need to have separate versions of the content and assessment for each language.

For Q4, I don't know of a way to establish that figure. The ohloh metrics work on source code and cites a notional cost of $33 million for Sakai core. There's also Sakai contrib quoted at $133 million, though that's starting to sound a little extreme.
