[Building Sakai] Snv and character encoding

Hi all,

An odd one that Glenn Golden alerted me too that I'd like to ask for
community input on. The issue is reported as:

IT seems like if a file is flagged as UTF8 my platform changes the
encoding of escaped character (e.g. \201) to their UTF8 counterparts.
Has anyone else encountered this and found a way round it?
