[Building Sakai] IMS Common Cartridge import problems

Hi

I'm looking at the IMS Common Cartridge import code and have a problem. 
It seems that if the cartridge has an HTML file specified in the href 
attribute of the file element (which AFAIK is valid) it causes problems, 
because the import code is expecting to parse an XML file (which 
presumably would have further metadata in it).
