[Building Sakai] Error building sakai 3

Hi, I would need some help.
I'm really confused about sakai 3. The documentation is not very clear and
I'm trying to install sakai 3.
I'm following this ->
http://confluence.sakaiproject.org/display/3AK/Sakai+3+UX+Prototype+development
but while I'm triying to build  on maven. I've got this error:

  Alternatively, if you host your own repository you can deploy the file
there:

-Dpackaging=jar -Dfile=/path/to/file -Durl=[url] -DrepositoryId=[id]

I couldn't find the version of this library on apache web site. Anyone could
