[Building Sakai] New Tool: User Validation tool

Hi All,

This is a pre-release announcement of a new tool that we have been
working on. This is the user validation tool.  The tool allows the
validation of new and existing guest accounts. On creation of a new
guest account the recipient is mailed a validation token, this will take
them to a tool that allows them to supply a password and name details
for the account. Alternatively if they already have another account on
the system they can link the new site memberships to that account.

we will be showing this tool at the tech demos tonight.

NOTES:

- This requires a patch to site-manage that can be found in the docs folder
- The email templates can be found in the docs folder and need to be
created manually at the moment (this will be addressed shortly)
