[Building Sakai] Windows users: beware of updating Java

With the recent releases of Eclipse I haven't needed to modify my Eclipse args, but giving it a bit more heap doesn't hurt. So the workaround should help people until a new release is out:
add the following line after "-vmargs" to your eclipse.ini:
-XX:MaxPermSize=256m
