[Building Sakai] Jira: new 2x checkbox: "Property addition/change required"

I've added a new checkbox to all 2x-related Jira projects (contrib included) so that developers can indicate whether or not addressing a ticket requires a default property addition or change (e.g., a property setting that should included in either kernel.properties, default.sakai.properties and/or demo.sakai.properties).

Field: "Property addition/change required"
Description: "Ticket requires a default property addition or modification (e.g., a property that must be included in either kernel.properties, default.sakai.properties or
                      demo.sakai.properties)."
Type: mutli-select check box 
Option: "Yes"
Default: blank 
Location: currently second to last field in the edit screen above the comments section

Please utilize this field if you have a property change or addition.  Along with the addition of the "conversion scripts required" checkbox it will help us to more efficiently track such additions/change.
