[Building Sakai] IMS Common Cartridge import (Also IMS CP import)

Yes I'll try that - we didn't have a live version of weblearn with the IMS CP upload facility yesterday but now we do.

Do you know the negative implications of (say) increasing the limit to 200MB - are we likely to hit performance problems?
