To me it sounds like the real bug is that when the RSS feed is being
built permission checks aren't done on the feed to see if it's public
but just checking the flag on each message.

We found that there was a "bug" in announcements which mean that on
sites that were public (.anon) you wouldn't get the option as to how
to restrict the visibility of the announcement:
