[Building Sakai] Add Users

Hi Steve Swinsburg,

I tried to add user to sites by Perl scripts. But I can't create user and
received any error:

defined(%hash) is deprecated at C:/strawberry/perl/vendor/lib/SOAP/Lite.pm

        (Maybe you should just omit the defined()?)
