[Building Sakai] DbAliasService ConvertOld

Seeing as its a private inner method what would the win be in marking it
deprecated?

The code is really old:
// read all alias ids
            String sql = "select ALIAS_ID, XML from CHEF_ALIAS";

I don't think anyone has needed to do this migration in a while :-)
