[Building Sakai] T&Q: what permission enables grade overrides via totalScores.jsp?

Short version: what permission displays/enables the T&Q
total-scores-override (totalScores.jsp) form fields for overriding
individual quiz scores?

Long version: This is on 2.6.x...

As an !admin user we can go in to a worksite's T&Q (Samigo) tool and click
"Scores" on any quiz to bring up a screen where each student it listed with
earned points, and an "Adj" entry for a per-student-per-quiz override.
(Clicking on the student name here brings up overrides at the per-question
level.)

As a user in the maintain role for the site who also has realm permission
"assessment.gradeAssessment.any" the page comes up with headers only:
" NameSort by Last Name in Descending UserID Role Submit Date Status Total
Score Adj Final Comment "

In fact, the maintain role has all assessment.* permissions except
for assessment.takeAssessment and assessment.submitAssessmentForGrade.

There are no students listed (the <table> has its <thead> but the <tbody> is
empty) and the footer follows as expected:
"  * This assessment allows multiple submissions and has been configured to
record the highest score under Settings.  "

Why can !admin get to the quiz-overrides but
site-maintainer-with-assessment.gradeAssessment.any can't?
