[Building Sakai] Jira: "security issue" checkbox eliminated

The custom field "security issue" checkbox, long used as a filtering aid, has been eliminated with immediate effect.  With the advent of Jira JQL the field is now obsolete.  Security-related filters that relied on the "security issue" field have also been deleted and substitute filters provided on a case-by-case basis.

To repeat, this field existed only to supporting filtering.  Developers and others who report issues that represent a possible security vulnerability are still required to set the "Security Level" field (a dropdown list) to "Security Issue" in order to set both the proper security level and view permissions in order to exclude unrestricted viewing.
