[Building Sakai] removal of Cotabura-maven plugin

  Hi All,

As noted yesterday a definition in master/pom.xml pointing to the 
snapshot codehause repo was breaking our build. Seing as:

1) All builds on nightly have succeeded without this repo
2) The repo definition was almost certainly misconfiguration - it was a 
snapshot repo but was configured to only retireve released artifacts.


I'm going to remove this definition.
