[Building Sakai] Questions about I18n jiras

Hi Miriam,

Regarding SAK-16356, we plan to remove all accessKey soon (
http://jira.sakaiproject.org/browse/SAK-12411). As what we already did in
http://jira.sakaiproject.org/browse/SAK-12269.
