[Building Sakai] why samigo is samigo in sakai 2.7, not test & quizzes any more as 2.6

Hi Kim,

This is introduced in http://jira.sakaiproject.org/browse/SAK-18165. The
tool title and description in tools.properties override the ones in
sakai.samigo.tool.xml. I have updated SAK-18165 requesting changes for
Samigo. You can update your local tools.properties if you want your local
instance to get the correct title right away.
