[Building Sakai] google annotations

Howdy,

I know it's supposed to be an April fools joke, but some of these 
annotations (especially the enforceable ones), are actually pretty cool 
and might be useful.

I could actually see myself using the @Noop one during development, and 
@Roulette seems like it would be cool for long run tests that are 
expected to handle failures.

Not sure how the agent lib for the enforceable ones will interact with 
the gazillion other byte code runtime things people use, but it's still 
pretty cool.
