[Building Sakai] Hiding unused accounts

Hello everyone,

We are looking at ways of reducing the visibility of unused accounts. 
For example, once we know an account won't be used for the foreseeable 
future because a person has left our school, it'd be nice if we could 
prevent that account from being added to sites, or from being sent 
e-mails, etc. At the same time, if that user returns, we'd want to bring 
the account back to its former state. Can anyone recommend strategies 
for doing this? Has anyone tried to address this issue at their 
instution? If so please share!
