[Building Sakai] Base64 encoding/decoding, commons-codec 1.4, and K1

Hello,

There was recent discussion about the state of the BASE64 
encoding/decoding classes:

While these classes still exist in K1, K1 itself should have no 
dependency on them as of r66384:

In addition, we have upgraded the common-codec package to version 
1.4, the latest release, in trunk as of r66392:
