[Building Sakai] Support for PostgresQL

Currently, the Community offers no support for Sakai and PostgreSQL.   
Interest in adding PostgreSQL is occasionally voiced but neither those  
who voice interest nor community member(s) have stepped forward to  
implement, support and provide QA for such an option.
