[Building Sakai] Tests and Quizzes Copy Shared Pool

Hi Jon,

If you copy PA to PB, you should see a subpool PA under PB. The questions
should still under PA, not directly below to PB. And this is the expected
behavior. If you want to have PA's question to be in PB, you can go into PA,
select all the questions, and copy them to PB. This is straightforward too.
