[Building Sakai] Sakai Kernel 1.1.0-beta03 released

Hi All,

Due to a problem with the 1.1.0-beta02 release, namely that the
test-harness artifacts where not included in the release I have perfomed
another release of the kernel - 1.1.0-beta04. This should be the only
difference between the 2 kernels. Please do not reference the beta02 kernel.
