[Building Sakai] control list of site types

Thanks Matthew, I knew I'd seen it somewhere!

For reference, the property 'site.types' is what I was after, it just  
wasn't documented here:

Added a comment for it's inclusion. The role based setting for  
allowing the creation of certain site types is also great, just needed  
to turn a specific site type off globally.
