[Building Sakai] SAK-17180: taggable-hbm: update hibernate3-maven-plugin 2.0-SNAPSHOT plugin to stable version (2.2 is current)

Taggable trunk and 2.6.x  includes a plugin dependency on hibernate3- 
maven-plugin 2.0-SNAPSHOT in trunk and 2.6.x.  Any objections to  
updating this plugin to a stable version (2.2 is the current)?  This  
has implications for 2.6.1 as the release is blocked until all  
snapshot dependencies are removed.
