[Building Sakai] Assignment import/export

Questions on how students can share and provide feedback on  
assignment submissions are pretty common at UMIch.  To accomplish  
this goal, we recommend creating Discussions or Forums topics and  
having students post their submissions, but it would be nice if the  
ability to share submissions was added to Assignments.
