[Building Sakai] Sakai 2+ 3 hybrid: 403 on /sakai-login-tool/container

Problem turned out to be the SakaiRequestFilter which wasnt starting  
due to a unsatisfied dep on the TransactionManager.
I have refactored all the filters into their own bundles so one bundle  
not starting will not kill the other filters.
