[Building Sakai] Build error in sections module sakai 2.6.1

Both 2.6.x and 2.5.x sections/sections-impl/standalone/pom.xml's  
tomahawk dependency has been updated to 1.1.6.  This fix will be  
included in 2.5.6 and 2.6.2.
