[Building Sakai] Build error in sections module sakai 2.6.1

There was a JIRA http://jira.sakaiproject.org/browse/SAK-10719  for 
upgrading to tomahawk 1.1.6.  including sections tool.  I think the
sections/sections-impl/standalone/pom.xml was probably accidentally left 
out.
