[Building Sakai] Deleted assignments are showing back up

My impression was that the old way of flagging an assignment is no longer
used, and not even respected, is that correct?  So for assignments that
already had the flag set, the code doesn¹t care about it?
If that is the case, do people think that this is a serious issue for 2.6?
