[Building Sakai] Setting up Sakai development environment

For Sakai 2.4 and Maven 1.0.2 its 'maven cln bld dpl' or just 'maven  
sakai' if you install the Maven Sakai plugin.

Any reason you are starting out development on 2.4 and not 2.5+?
