[Building Sakai] Import available users from a file to Sakai

If you use a library that isn't available in a remote repository that  
Maven looks in, then your project won't build unless you manually  
install the artifact.
The default remote repositories that Maven looks in for Sakai projects  
are:

   central (http://repo1.maven.org/maven2),
   apache-repo (http://myfaces.zones.apache.org/dist/maven-repository),
   sakai-ibiblio-mirror (http://source.sakaiproject.org/maven2-ibiblio),
   default (http://repo1.maven.org/maven2),
   sakai-maven (http://source.sakaiproject.org/maven2)

I'd be lobbying to get the dependency in the central remote repository  
if you can.
