[Building Sakai] Failed to resolve art ifact

Perhaps you just had a bad network connection or the site was down
temporarily when you tried to build. The file is there (2nd link on your
list) and hasn't changed for over a year. You should check to make sure you
can get to that site.

Unfortunately to build the complete source it, has to download a lot of
external dependencies from various repositories.
