You may want to set it to "false" (default is "true"):

# Restore /xlogin to pre-2.5 behavior (SAK-11466 and SAK-13253)
login.use.xlogin.to.relogin=false

For the record, the change introduced by SAK-11466 was 
disruptive and undocumented.
