[Building Sakai] Links to resouces

Oh.. I thought you just didn't want to put them in the admin public 
folder because you wanted to allow anyone to do it.

So you could create a site, add the .anon role and then anyone could go 
to that site and do whatever depending on the permissions you give that 
role.
