[Building Sakai] Sakai extension ???

Dear all,

Can you tell me what can I do to expand my Sakai ?

Because, now I want to do some improvement with Sakai to apply to my
university's website.

Such as: create my own theme, create my own application (ex: online test),
change Sakai's language into Vietnamese, modify Sakai's application.

Can you tell me if I can do those extension or what else I can do to develop
my Sakai ???

I really want to know that.
