[Building Sakai] IE 8

We've set the ie 7 compatibility header: 

<meta http-equiv="X-UA-Compatible" content="IE=EmulateIE7">

This entirely fixes any IE 8 issues (or rather, we havent noticed anything
that doesnt work).

| IE8 has not been part of the suite of browsers used regularly by the QA
| team for Sakai 2.6, which is currently in the final stages of testing.
| I'll leave it to Pete as to when he is planning to add IE8 to the mix.  It
| is certainly likely to be a major browser by later this year for Sakai 2.5
| and 2.6 deployments, if not sooner.  There will likely be a need to deal
| with Windows 7 (with its version of IE8 and Firefox) as well in the near
| future.
