[Building Sakai] IE 8

I have been correcting  issues as they are reported in the portal and old core tools, for trunk. Tool owners using version specific conditional comments that did not take new versions into account (like Resources, to my shame) might want to take a look at their use.

On a side note, would the supported browsers list merit revision?
